One system, competing requirements
Basin 06 supports a regional service population of 2.4 million people. Reduced seasonal inflow requires coordination between domestic supply, agriculture, established industrial users and the river's ecological reserve. Treating these demands independently would obscure their combined effect. The Commission therefore publishes a basin account that places available water and authorized requirements within the same planning period. No additional supply is assumed solely because an activity has received administrative approval.
Allocation order
The framework protects registered household connections, maintains the minimum ecological reserve and schedules remaining volumes against established productive commitments. Where demand exceeds the available volume, regional offices apply temporary adjustments within their approved envelopes. Proposed changes to the envelopes themselves must proceed through the Assembly. The programme's operating objective is continuity of service for the recognized service population, as defined in the Observatory's methodological annex.
Public review
A public consultation will examine implementation concerns and the clarity of allocation notices. Residents may submit evidence concerning interruption, collection distance or effects on local livelihoods. Responses will inform the guidance accompanying future notices. The framework's approval and consultation dates are maintained separately in the public record so that participants can identify the stage at which each contribution enters the administrative process.
