Selected milestones in the development of the common administrative settlement.
The coordination crisis
Independent regional plans could not account for the consequences they imposed on neighbouring systems. Emergency resource conferences established a temporary shared reporting secretariat.
The provisional framework
A joint administrative register brought essential services into a common account. Its mandate was limited to the period required to restore stable coordination.
The Concordat
The provisional settlement became the permanent framework. The Continuity Party assumed custody of the common programme. The newly constituted Assembly assigned executive responsibility to the Commission.
Administrative harmonisation
Regional procedures were standardized. The number of independently amendable programme objectives was consolidated into a single approved direction.
Universal representation
Every resident was assigned to a recognized constituency. The representation register reached complete coverage, including people who had never participated in its creation.
The seventh continuation
The Assembly reaffirmed that the conditions requiring continuity remain present. No separate criteria for the end of those conditions have been adopted.
