What the index measures
The service continuity index reports the share of scheduled delivery intervals completed for active, registered connections. Basin 06 achieved 98.4 per cent for the present reporting period. The result supports comparisons between operators using the same registration and scheduling standards. It does not measure water adequacy, collection distance, affordability or the experience of households without an active connection. Those subjects require separate instruments and should not be inferred from the continuity result.
Population boundary
The regional population account contains 2.4 million residents. The active service register contains 2.1 million. The remaining 300,000 residents are recorded as awaiting service recognition and are excluded from both the numerator and denominator of the continuity index. Including them would introduce intervals for which no delivery was scheduled, reducing comparability with earlier periods. Their exclusion is methodological and does not alter their status as residents within the Concordat.
Publication guidance
Public summaries may describe the result as continuity across the recognized service population. Where space permits, they should link to this annex. The Observatory has received a proposal to publish an additional population-wide access measure. That proposal is awaiting a sponsoring directorate because the unrecognized population currently falls outside the operating remit of each registered service provider.
