Observations
The liaison unit visited six settlements beyond the active network boundary during the second week of May. Residents described longer journeys to shared collection points after adjustments to upstream distribution. Local associations maintained handwritten records of deliveries, queue lengths and missed work. These records were internally consistent across the visited settlements, although they did not use the Commission's standard service identifiers. The unit retained copies with the agreement of the associations and removed household names from the public memorandum.
Administrative treatment
The observations do not contradict the published continuity index, whose population boundary excludes these settlements. They identify a need that the current index cannot express. The Directorate advised that adding the settlements to the service register would require a funded service commitment. The funding office advised that a service commitment would require evidence of a shortfall within the recognized service population. The liaison unit has requested clarification of the appropriate order of operations.
Interim arrangements
Residents continue to organize collection schedules and maintenance of shared storage without a formal Commission mandate. Their arrangements will be documented as local practice. The unit recommends preserving these records in their original form so that subsequent assessments can distinguish conditions observed in the field from categories assigned during administrative processing. No change to the allocation framework has been authorized through this memorandum.
