Resolution
The Assembly considered the Directorate's allocation framework, the standing ecological reserve and the continuity requirements of established services. It approved the framework for the current reporting period. Implementation offices were instructed to retain supporting records and publish a common notice explaining the basis of each allocation category. The Secretariat recorded no eligible amendment to the allocation envelopes before the agenda was closed. The resolution was consequently adopted under the procedure for uncontested programme continuation.
Representations from the basin
The Secretariat received correspondence describing increased collection distances in settlements outside the registered supply network. These representations were entered as contextual material. They did not constitute an eligible amendment because their authors did not hold a sponsoring mandate under the standing agenda rules. The Assembly asked the Office of Public Participation to provide a suitable channel for recording the concerns during the forthcoming consultation.
Authority for reconsideration
Questions about implementation are assigned to the Directorate of Resource Stewardship. Questions about the validity of the Assembly's mandate are assigned to the Office of Institutional Affairs. The Assembly retains authority to reconsider its own resolution upon receipt of an eligible proposal. Eligibility is certified by the Directorate responsible for the programme to which the proposed amendment relates. The Secretariat will not substitute its own assessment of eligibility.
