How to contribute
The Office welcomes submissions from residents, service associations and recognized basin operators. Contributions should describe the affected service, identify the relevant allocation notice and state the clarification requested. Documentary evidence is welcome but is not required to register a submission. Every completed contribution receives a receipt and becomes part of the consultation record. Receipt confirms participation; it does not signify that a change to the approved framework is under consideration.
Published timetable
The Assembly approved the allocation framework on 18 April 2048. Operational effect began on 20 April. The consultation opens on 22 April and closes on 31 May. This sequence enables contributors to comment on an implemented arrangement rather than a hypothetical proposal. As the allocation envelopes are already binding for the reporting period, submissions may affect explanatory materials and the presentation of implementation guidance. They cannot alter the quantities allocated in that period.
Response and closure
The Office will publish a thematic summary after closure. Suggestions outside the scope of implementation guidance will be retained as evidence of engagement and referred to the competent authority. The competent authority for reconsidering the approved framework is identified in the Assembly record. Participation totals will include all valid submissions, including those proposing changes outside the consultation's scope.
