Our office has received mutually incompatible instructions. A service commitment requires evidence of a shortfall in the registered population. Registration requires a funded service commitment. Which office may authorize the first step?
Secretariat response: Please refer to Circular 11. The referral procedure remains the competent mechanism for establishing competence.
A resident has asked to withdraw delegated authority while continuing to receive essential services. The register offers transfer to another representative, but no entry for withdrawal. Is this an omission?
Register response: The absence of an unrepresented state is a feature of comprehensive representation. An incomplete transfer retains the existing delegation.
The headline indicator is accurate for the scheduled intervals it counts. Readers nevertheless understand it as a measure of access for all residents. I propose publishing the population account beside it.

We have recorded collection-point deliveries for seven months. Our records do not contain service identifiers because we have not been assigned service identifiers. They do contain dates, quantities and the people who waited.
