A common evidentiary standard
Programme amendments must be supported by material that can be compared with the evidence used to approve the programme. Submissions should identify the relevant measure, reporting period and recognized service population. Material based on a different population boundary may be retained as contextual information, but cannot by itself demonstrate a departure from an existing performance commitment. This protects the consistency of the programme record and avoids treating changes in measurement as changes in conditions.
Certification
The directorate responsible for delivery certifies whether evidence is admissible for an amendment. Certification requires an identified variance against an approved objective. Evidence that an objective omits a relevant need does not establish a variance against that objective. Such evidence should instead accompany a proposal to reconsider the objective through the programme renewal procedure. Until that procedure is completed, performance continues to be assessed using the current approved measure.
Basin 06 application
The field liaison memorandum describes conditions outside the active service register. It is accepted as a record of observation and retained without a finding of inaccuracy. It cannot support an amendment to registered service allocations because it concerns residents outside that programme's defined population. The memorandum has been returned to the liaison unit with a request to identify an applicable objective against which the reported shortfall can be certified.
