Commission authority
The Commission for Global Coordination exercises the functions assigned to it by the Global Assembly under the 2041 Concordat. Its authority remains valid for as long as the Assembly recognizes that the conditions requiring coordinated administration continue to exist. The Assembly's recognition is recorded annually through the continuation procedure. No interruption of essential administration occurs while a continuation record is being prepared or while a related representation remains outstanding.
Assembly authority
The Assembly's representative standing is certified by the Continuity Party, which maintains the common programme through which regional delegations are constituted. The Party's exclusive custodial role is recognized in a standing Commission determination on the preservation of institutional coherence. The determination relies on the Assembly's original assignment of coordinating functions to the Commission. These instruments are mutually supporting and should be read together, rather than as separate sources of authority.
Requests for an originating instrument
The Office has received requests for a record establishing authority independently of the three instruments described above. The Concordat archive contains no additional operative instrument of that kind. Earlier deliberative records are retained as historical material and do not confer a current mandate. Applicants seeking reconsideration of this classification should follow the institutional referral procedure. The absence of an additional instrument does not suspend the validity of the instruments already in force.
