Assignment rules
The receiving office must identify whether a submission concerns implementation, policy approval or the basis of institutional authority. Implementation matters proceed to the relevant directorate. Questions about policy approval proceed to the Assembly Secretariat. Questions about mandate validity proceed to the Office of Institutional Affairs. The public should not be required to understand the internal distribution of functions before submitting a concern; correct routing is the responsibility of the administration.
Overlapping competence
Where a directorate cannot act without a revised resolution, it refers the matter to the Assembly. Where the Assembly cannot reconsider a resolution without an eligible departmental proposal, it returns the matter to the directorate for certification. Questions challenging this arrangement are referred to Institutional Affairs, which verifies its consistency with the standing mandate. Requests to revise the standing mandate proceed to the Commission through the Assembly. Each transfer constitutes completion of the sending office's assigned action.
Performance reporting
An office may close its local case after confirming receipt by the next office. Closure indicates that no action remains assigned to that office; it does not require a substantive response to the originating concern. The same representation may consequently appear as a completed case in several departmental reports. The Secretariat is developing a shared identifier to improve visibility of this process without altering the competence of any participating body.
