Coverage
The annual reconciliation confirms that every recorded resident has been assigned to a recognized constituency. The resulting representation coverage is 100 per cent. This measure describes the completeness of administrative assignment. It does not report consent to an assignment, satisfaction with a representative or participation in a decision. Public materials should retain the distinction when using the figure alongside consultation response totals or assembly attendance.
Three registers
Population, service and participation records serve different purposes. In Basin 06, the population register contains 2.4 million residents and the active service register contains 2.1 million. Representation assignments cover both groups. Residents awaiting service recognition are therefore represented for institutional purposes while remaining outside the service continuity denominator. This difference is consistent with the present standards and should not be resolved by changing a record solely to align the published totals.
Uncompleted transfers
A number of residents submitted objections to their current representative without securing a certified replacement. These cases remain in correspondence status under the continuous delegation standard. Their existing assignments were carried forward during reconciliation. The Office will publish a separate count of completed transfers when the next register is released. It does not currently publish the number of objections that remained unable to proceed, because they do not alter the composition of the register.
