Grounds for review
The Commission recognizes that public needs, resource conditions and technical capabilities change. Programme objectives may therefore be reconsidered where an eligible application demonstrates that the existing arrangement can no longer meet its approved purpose. A renewal application must specify the affected objective, establish a material failure against it and identify an alternative capable of preserving institutional continuity. The Directorate of Programme Assurance certifies the supporting evidence before an application reaches the Assembly.
Objectives and omitted needs
An application proposing a new objective must demonstrate that the proposed objective is already required by the programme's approved purpose. Needs omitted from the approved purpose do not independently satisfy this condition. They may be considered following an amendment to the purpose, which is subject to the same renewal requirements. Where the current objective continues to be met, continuation is presumed to be the appropriate administrative outcome.
Automatic continuation
Programmes without a certified renewal application continue at the end of each reporting period. A programme can therefore meet its current objective indefinitely while leaving an unrecognized need outside its terms. No office has authority under this procedure to initiate review solely on the basis that the objective itself is inadequate. A request to create such authority must be made through the mandate arrangements already in force.
