The participation burden
Public administration involves more decisions than any individual can reasonably follow. Delegation enables residents to rely on representatives while preserving time for their other obligations. The Commission's continuous delegation standard therefore assigns a representative at registration and carries the assignment forward between reporting periods. This approach avoids gaps in formal coverage caused by missed deadlines, changes of address or a resident's decision not to attend an assembly.
Continuity of the assignment
An assignment remains active until a replacement has been certified by the receiving representative and the Office of Public Representation. A resident cannot suspend an assignment without naming a replacement, because an unrepresented resident would reduce the completeness of the register. Where a replacement is unavailable, the existing representative continues to exercise the full mandate. Requests to narrow the mandate to a specific subject are treated as requests for an additional consultative channel.
Review of delegated confidence
The standard records the absence of a completed transfer as continuing confidence in the current assignment. Objections that do not result in a certified replacement are retained in the correspondence file but do not reduce the representative's voting weight. The working group will assess whether clearer instructions can improve residents' understanding of these arrangements. Changes to the transfer requirements fall outside its present terms of reference.
